It doesn't look like it does by taking a look at the layout. Just found out from MS's GitHub page, you need to specify --includeRecommended AND --includeOptional for installing both recommended and optional components, but for creating the offline installer using --layout command, use --includeRecommended to include only recommended components, and use --includeOptional for both recommended AND optional components.
