If you owed a previous bill it would tell you that you have a previous billing problem. By giving you a bogus answer that their way of trying to help when all they want is your information. There is some kind of stat they are getting out of this for sure. Their site will tell you that we need that info because the out of country app developers need it. But you can get the same exact apps from android without any type of billing info at all as long as the apps and updates are free.
It doesn't even come up at all when getting a free app or update. I cannot believe that Apple is doing this to their customers. Its so frustrating. I have been with them for the past six years and I am switching to the Samsung Galaxy when I update this year.
